Constitutional Litigation

We have extensive experience in litigating constitutional issues. During the second term of the Reagan Administration, Mr. Cooper was the head of the Office of Legal Counsel at the Department of Justice and was responsible for providing constitutional analysis and advice to the President and all agencies of the Executive Branch. In that capacity, Mr. Cooper had occasion to analyze a broad range of constitutional issues.
